1H. HD-24-265 Receive and File Supporting Documentation into the Record and Conduct a Public Hearing regarding the possible Adoption of a Resolution of Necessity by way of Ordinance for acquisition by eminent domain of a fee interest located at 1326 W. 11th Street, Long Beach, CA 90813 (APN: 7436-004-029) for the Pier B On-Dock Rail Support Facility Program, make the determination pursuant to the California Environmental Quality Act that the acquisition of said property is necessary for the Program to reconfigure and expand the existing Pier B Rail Yard, and is a subsequent approval within the scope of the Final Environmental Impact Report for said Program, certified by the Board of Harbor Commissioners on January 22, 2018, and subsequent Addendum to the Final Environmental Impact Report, certified by the Board of Harbor Commissioners on August 28, 2023, and Approve the First Reading of the Authorizing Ordinance which make the following findings as hereinafter described in this report: a) The public interest and necessity require the proposed Program, b) The Program is planned or located in a manner that will be most compatible with the greatest public good and the least private injury, c) The real property to be acquired is necessary for the Program, and d) The offer of just compensation has been made to the property owner.
