HD-25-195 Approve First Reading of the Ordinance and Authorize Chief Executive Officer to Execute a Sixth Amendment to Lease HD-6282 with Oxbow Energy Solutions LLC, located at 1140 Pier G Avenue, to set forth the ground rent and guaranteed minimum annual throughput for the five-year period commencing retroactively to November 4, 2024 and continuing through November 3, 2029, and make the determination that the action is categorically exempt from the provisions of the California Environmental Quality Act.
