HD-25-260 Adopt Ordinance and Authorize Chief Executive Officer to Execute a Utility Relocation Agreement between the City of Long Beach Harbor Department and the City of Los Angeles Department of Water and Power for the relocation of potable water infrastructure for the Pier B On-Dock Rail Support Facility Program Locomotive Facility project, make the determination that the requested action is necessary for the Program to reconfigure and expand the existing Pier B Rail Yard, and is determined to be a subsequent approval contemplated by and within the scope of the Environmental Impact Report for the Pier B On-Dock Rail Support Facility Project certified by the Board of Harbor Commissioners on January 22, 2018, and subsequent Addendum to the Final Environmental Impact Report, certified by the Board of Harbor Commissioners on August 28, 2023, declaring the urgency thereof, and providing that the Emergency Ordinance shall take effect immediately.
