14. HD-25-311 Approve First Reading of Ordinance and Authorize Chief Executive Officer to Execute Second Amendment to Lease HD-7307 with Clean Energy, a California Corporation, located at 3400 E. I Street, Wilmington, to extend the lease term, set forth the ground and quarterly rent commencing retroactively to July 1, 2023 and continuing through June 30, 2028, modify the allowable uses, and make the determination that the action is categorically exempt from the provisions of the California Environmental Quality Act.
