HD-25-313 Approve First Reading of Ordinance and Authorize Chief Executive Officer to Execute the Assignment, Assumption, Consent, and First Amendment to Pipeline Permit PP-03-01, between the Port and Air Products Manufacturing, LLC, in various locations throughout the Port, make the determination pursuant to the California Environmental Quality Act that the Pipeline Permit PP-03-01 is necessary for the Program to reconfigure and expand the existing Pier B Rail Yard and is a subsequent approval within the scope of the Final Environmental Impact Report for said Program, certified by the Board of Harbor Commissioners on January 22, 2018, and subsequent Addendum to the Final Environmental Impact Report, certified by the Board of Harbor Commissioners on August 28, 2023.
