HD-25-442 Adopt Resolution and Authorize the Chief Executive Officer to Execute the Pipeline License between the Port and Zenith Energy West Coast Terminals LLC as necessary for the Pier B On-Doc Rail Support Facility Program for pipeline facilities located within Assessor Parcel Numbers 7429-013-275 and 7429-013-276, make the determination that the Pipeline License is necessary for the Pier B On-Dock Rail Support Facility Program to reconfigure and expand the existing Pier B Rail Yard, and is a subsequent approval within the scope of the Environmental Impact Report for the Pier B On-Dock Rail Support Facility Program certified by the Board of Harbor Commissioners on January 22, 2018 and subsequent Addendum to the Final Environmental Impact Report, certified by the Board of Harbor Commissioners on August 28, 2023.
