HD-26-167 Authorize Chief Executive Officer to Advertise for bids the Proposed Construction Contract for the Harbor Scenic Drive Roadway and Infrastructure Improvements project under Specification HD-S3171, subject to the approval as to form by the City Attorney; and find that the proposed sole source of irrigation equipment and security cameras is compliant with California Public Contract Code Section 3400 to match existing public improvements; and find that the action is a subsequent approval for Harbor Development Permit 24-066(1) issued on April 24, 2025 for the Harbor Scenic Drive Roadway and Infrastructure Improvements Project, determined to be categorically exempt from CEQA pursuant to State CEQA Guidelines Section 15301 (Class 1.
