I would like staff and Commissioners to explain the decision to delay the truck rate. Who made the decision? Why didn't the Commission consider it in open session? Why wasn't the Port of Los Angeles consulted? When will the truck rate be imposed? What are the environmental and public health consequences? Why weren't the air quality and public health impacts formally considered under CEQA prior to making the decision to delay implementation of the truck rate?
