Agility Fuel Solutions offers the following comments on Agenda Item 1R. HD-20-657. There are three actions that POLB can take to encourage deployment of clean trucks: (1) Exempt from container fees through 2035 clean trucks that meet the CARB optional Low-NOx standard of 0.02 g/bhp-hr and operate on renewable fuel; (2) Begin collecting the $10/TEU container rate; (3) Provide truck replacement incentive funding now instead of waiting to accumulate money through the container rate.

The Coalition for Clean Air (CCA) encourages the Port of Long Beach to proceed with the partnership with the South Coast AQMD on the proposed Kickstart Program. The port should participate in and support SCAQMD efforts to reduce drayage truck air pollution emissions wherever possible. CCA would also like to express its support for POLB working with the Port of Los Angeles to exempt near-zero emission trucks from the truck rate to secure immediate air quality and public health benefits.
