18. HD-25-028 Adopt Resolution and Authorize Chief Executive Officer to Execute a Master Joint Revocable Permit between the Port of Long Beach, the Port of Los Angeles, and Tesoro Refining & Marketing Company LLC, to operate and maintain thirty existing facilities and the installation of four new facilities on portions of railroad right-of-way located on the Alameda Corridor and the former Union Pacific Railroad Company San Pedro Branch, jointly owned by the Ports of Long Beach and Los Angeles, and make the determination that: (1) The reconciliation of thirty existing abandoned or unknown status pipeline facilities in the Joint Ports' right-of-way for the operation, maintenance, and performance of certain work on the existing facilities by Tesoro Refining & Marketing, LLC, under the Master Joint Revocable Permit is categorically exempt from the requirements of the California Environmental Quality Act in accordance with State California Environmental Quality Act Guidelines Section 15301 (Existing Facilities); (2) The installation of four new facilities on the Joint Ports' right-of-way is within the scope of the Final EIR Environmental Impact Report certified on May 12, 2017 by the Lead Agency, the South Coast Air Quality Management District for the Tesoro Refining & Marketing Company, LLC, Los Angeles Refinery Integration and Compliance Project, and for which the Board of Harbor Commissioners, as a Responsible Agency pursuant to the California Environmental Quality Act, adopted Resolution on August 24, 2017, adopting the findings of fact, the statement of overriding considerations, and set forth the implementation of mitigation measures.
