13. HD-21-095 1) Make the determination that the reconciliation of six existing subsurface pipeline crossings in seven locations in the Joint Ports' Rights-of-Way and the permitting of their continued operation and maintenance by Air Products and Chemicals, Inc. under a Master Joint Revocable Permit is categorically exempt from the requirements of CEQA in accordance with State CEQA Guidelines section 15301 (Existing Facilities). 2) As a Responsible Agency under the California Environmental Quality Act, make and adopt the Findings of Fact pursuant to Public Resources Code section 21081 and Title 14 California Code of Regulations section 15091; adopt the Statement of Overriding Considerations pursuant to Public Resources Code section 21081 and Title 15 California Code of Regulations section 15093; and set forth the implementation of the measures in the Mitigation, Monitoring, and Reporting Plan that pertain to pipeline "Line 4", referred to Index Number 8 in the Master Joint Revocable Permit pursuant to Public Resources Code section 21081 and Title 14 California Code of Regulations section 15097. 3) Adopt Resolution and Authorize Executive Director to Execute the Master Joint Revocable Permit between the Port of Long Beach, the Port of Los Angeles, and Air Products.
